Anoka County Public Health and Environmental Services licenses and inspects body art facilities including tattooing, piercing and permanent cosmetics. The regulations for body art are outlined in Ordinance #2018-12 Body Art Ordinance.

Submit the application and applicable license fee to the department
If opening a new body art establishment, additional information is required. A completed Body Art Plan Review Application and the required license fee must be submitted.
If purchasing an existing body art establishment, a compliance inspection must be conducted prior to the closing date of the sale. Body Art establishment licenses are not transferable to person or place. A new license must be obtained before operation of the establishment begins.
Body Art Technician Licensure
Minnesota Chapter 146B: Body Art: As of August 1, 2013 all individuals performing body art in the State of Minnesota MUST be licensed. Any individual performing body art without a valid license is guilty of a gross misdemeanor. Licensure can be obtained through the Minnesota Department of Health. There are two ways to obtain licensure: through reciprocity with the following states; Oregon, Oklahoma, New Mexico and Missouri or by completing an apprenticeship under the supervision of a licensed MN body artist. While under apprenticeship, a Temporary Body Art Technician license MUST be obtained.
