Owning a Neighborhood Stabilization Program (NSP) Property

The NSP program provided Anoka County with Federal funding to revitalize neighborhoods by rehabbing foreclosed and vacant properties. Congress required administrators of that funding secure documents against the property to meet program requirements including income levels, ownership status and affordability. When you purchased the property several NSP stipulations were identified.
