Project Background / Description
Anoka County, in partnership with City of Ramsey, is developing construction plans for the final design of Armstrong Boulevard NW (CSAH 83) at the intersection with Alpine Drive. The project will include reconstruction of the intersection with a single-lane roundabout, improving the safety and mobility of all modes of transportation and pedestrians by eliminating the existing two-way stop control. Construction is scheduled in Spring 2023.
Project Goals
Provided below are the project goals being considered during the design and construction phase of this project:
- Safely accommodate all users including motor vehicles, pedestrians, and bicyclists
- Improve storm water management and treatment
- Reduce impacts and avoid, where appropriate, the natural resources and wetlands adjacent to the highway corridor
- Provide efficient mobility and access for all modes of travel
- Develop a financially responsible design that minimizes right-of-way and environmental resource impacts

- Develop Concepts – Winter 2020
- Identify Preferred Alternative – Spring 2021
- Develop Geometric Layout – Summer 2021
- Preliminary Design – Fall 2021 to Summer 2022
- Public Open House – Winter 2021 / 2022
- Final Design – Summer 2022 to Winter 2022 / 2023
- Construction – Spring 2023
