Project Background/Description
Anoka County, in partnership with the cities of Circle Pines and Lino Lakes, is conducting an Intersection Control Evaluation (ICE) Study for several intersections along Lake Drive (County Highway 23). This effort will help guide future improvements to roadway safety and traffic flow in the area.
Intersections Included in the Study
- Lake Drive & Firebarn Road
- Lake Drive & Pine Drive
- Lake Drive & Pointcross Drive
- Lake Drive & Hodgson Road/North Road
The traffic signals at Firebarn Road, Pointcross Drive, and Hodgson Road/North Road are nearing the end of their service life and will need replacement. As part of this process, the ICE Study will:
- Review how the intersections currently operate
- Evaluate existing and projected traffic volumes
- Analyze crash history and safety considerations
- Identify appropriate future intersection control options (such as signal replacement or alternative designs)
The results of the study will help determine the most effective and safe improvements for a future construction project.
Public Engagement Events
A public open house was held on October 6, 2025, at the Centennial Library to gather community input on the Lake Drive Intersection Control Evaluation (ICE) Study. Community members were invited to learn about the study, ask questions, and share feedback on the intersections being evaluated.
A second public open house will be scheduled to present the study’s findings and outline the next steps for design and future construction. Details will be shared once the date and location are finalized.
