Citizen Advisory Boards and Commissions

Anoka County Citizen Advisory Boards and Commissions support County government by involving citizens in the decision-making process, meeting requirements of state law, helping to define community norms and standards, providing technical expertise, serving as advocates, offering feedback, and reflecting the diverse interests of County clients and residents. The Anoka County Board of Commissioners appoints members to these Citizen Advisory Boards and Commissions.

  1. Adult Mental Health Advisory Committee{adultmentalhealth}


    Powers, Duties, and Responsibilities


    To be informed of and knowledgeable regarding the Mental Health Act.

    To be informed about available mental health services and needs in Anoka County.

    To consider mental health needs as part of the overall human service needs of Anoka County residents.

    To participate in the planning and development of the local mental health proposal, including unmet needs.

    To make recommendations to the Human Services Committee as well as to the county board regarding the local mental health system.

    Combined meetings of the Adult Mental Health Advisory Committee and the Children’s Mental Health Advisory and Coordination Council are held on the first Thursday of February, April, June, August, October, and December from 2-4 p.m., via WebEx.   2. Board of Adjustment {boardofadjustment}

    1. Hear appeals on administrative actions.
    2. Authority to grant variances to ordinances.
    3. Authority to grant conditional use permits.
    4. Serve as arbitrator in zoning matters.

  3. Children's Mental Health Advisory and Coordination Council{childrensmentalhealth}


    Powers, Duties, and Responsibilities


    To annually provide to the Minnesota Department of Human Services a description of services for children in Anoka County.

    To provide to the county board an annual report regarding the unmet needs of children and service priorities.

    Develop written interagency agreements with the providers of services to children.

    To annually arrange for input from the local system of children’s mental health services regarding coordination of care.

    To annually notify the county board of the individuals, providers, agencies and associations to whom the county must distribute information on emotional disturbances and how to get children’s mental health services.

  4. Community Health Advisory Committee{commhealthadvisory}


    Powers, Duties, and Responsibilities


    The Community Health and Advisory Committee is to advise, consult with, and make recommendations to the Anoka County Board through the Human Services Committee on matters relating to the development, maintenance, funding, and evaluation of community health services.

    Meeting Schedule


    Must meet quarterly.

  5. Coon Creek Watershed District{cooncreekwatershed}


    Powers, Duties, and Responsibilities

        
      1. Regulate, conserve, and control use of water in the district.
      2. Provide for sanitation and public health of waters.
      3. Receive and expend funds.
      4. Power of eminent domain.
      5. Adopt overall plan for Watershed District.
      6. Ability to tax, borrow funds, receive property, contract for services, set annual budget.
      7. Subject to state audits.
      8. Administer drainage systems.
      9. May employ staff.
      10. Limited authority to adopt ordinances, provide for drainage-way improvements, dam construction.

  6. Emergency Medical Services Council{emergencymedicalservices}


    Powers, Duties, and Responsibilities


    The Anoka County EMS Advisory Council serves as an advisory body to the Anoka County Board of Commissioners on the development, maintenance, coordination, and evaluation of emergency medical services in Anoka County.

    Meeting Schedule


    Meetings will be scheduled by the chair.  Must meet at least quarterly.

  7. Internal Audit Committee{internalaudit}


    Powers, Duties, and Responsibilities


    1. Review and approve the Audit Charter.
    2. Recommend to the County Board members for their review and comment the annual Audit Plan to be approved by the Internal Audit Committee.
    3. Meet and review the status of completion of audits, assigned to the Internal Auditor on a quarterly basis, and the internal audit results presented by the Internal Auditor.
    4. Meet and review the status of implementation of recommendations made by the Internal Auditor and the Minnesota State Auditor.
    5. Review the internal audit plan and budget to ensure that the internal audit function has adequate resources to complete the projects assigned in the Annual Audit Plan.
    6. Review compliance with generally accepted governmental accounting practices and principles, internal controls, laws and regulations, policies and procedures.
    7. Review compliance with County Code of Ethics.
    8. Make periodic reports to the Anoka County Board of Commissioners.

  8. Library Board{libraryboard}


    Powers, Duties, and Responsibilities

    1. Select, hire, and supervise library director for operation of county’s library system.
    2. Responsible for expenditure of Library Fund as appropriated through county board tax levy (i.e., receive and expend funds).
    3. Submit budget to county board.
    4. Adopt bylaws, policies, and regulations for the use of Library buildings, grounds, materials, and equipment.
    5. Responsible for the planning of Library services and buildings.
    6. Responsible to the county board of commissioners.
    7. Responsible for real and personal property of the Library.

    Meeting Schedule


    Generally the fourth Monday of each month at the Northtown Meeting Room, 711 Hwy. 10, Blaine, 5:30 p.m.


  9. Minnesota Extension Committee{extension}


    Powers, Duties, and Responsibilities


    1. Prepare a budget showing the total funds available and needed, and shall recommend to the Board of County Commissioners the amount of county funds necessary for the maintenance, support, and expenses of the county extension work during the following year.
    2. To formulate a program of work in areas of Community Development and Vitality; Land, Food and Environment; and Youth Development and Family Living in cooperation with the University of Minnesota and the U.S. Department of Agriculture.
    3. To employ suitable and qualified person(s) for such work to be known as Extension Educators.
    4. To encourage the cooperation of all individuals and organizations to make profitable use of extension activities.
    5. The committee shall elect its own chair and vice chair who shall serve for one year.
    6. The Anoka County Extension Director, acting with the County Extension Committee, is empowered to carry out the provisions of M.S. 38.33 to 38.38.

    Meeting Schedule


    Fourth Tuesday of every other month starting in January, 3 p.m., Bunker Hills Activities Center.  (Does not meet in June, July, or August, unless needed).

  10. Personnel Board of Appeals{personnelappeals}


    Powers, Duties, and Responsibilities


    1. Hears appeals of aggrieved persons/employees who have allegedly been wronged by personnel system
    2. Hears complaints of arbitrary/capricious actions of county board in personnel matters.
    3. Renders decision and recommendations on grievances and appeals.

  12. Workforce Development Board{workforcedevelopment}


    Powers, Duties, and Responsibilities


    Along with the county board, it jointly administers programs under the Workforce Innovation and Opportunity Act.

    Monthly, except July and August.  Meets the first Thursday, 7:30-9 a.m. at the Job Training Center
